 The Proposal for a Regulation of the European Parliament and of the European Council on packaging and packaging waste, amending Regulation (EU) 2019/1020 and Directive (EU) 2019/904 and repealing Directive 94/62/EC, aims to reduce packaging waste by 15% per capita per Member State by 2040, compared to 2018 values. The target is to be achieved in steps ranging from 5% by 2030 to 10% by 2035.

By 2030, according to the regulation, all packaging must be fully recyclable, while all clearly unnecessary forms of packaging will be banned. According to the EU Commissioners, these measures will reduce greenhouse gas emissions from packaging to 43 million tonnes by 2030 compared to the 66 million tonnes expected without further action. In concert, water consumption would also benefit from savings of 1.1 million cubic metres and the costs of environmental damage would be reduced by EUR 6.4 billion.
